Role Description This position is located within the VA Financial Services Center (FSC). FSC provides help desk support to VA employees and to VA payroll and HR offices. The help desk primarily handles issues and concerns for the VA Time and Attendance System (VATAS) and the Defense Civilian Pay System (DCPS). The incumbent will provide customer service, analyze payroll inquiries, and utilize a Customer Relations Management (CRM) system. Duty locations will be determined upon selection. Responsibilities - Serves in a call center environment, working assigned tours of duty to support nationwide coverage of customer support operations. - Delivers technical customer support by researching and applying relevant policies, procedures, knowledge bases, and reference materials to resolve functional and technical incidents related to the agency's financial management systems and applications. - Functions as an analyst on major organizational projects, including, but not limited to the planning and deployment of new systems (e.g., VATAS), migration to upgraded systems (e.g., DCPS), and implementation of initiatives involving key financial applications (e.g., HR Smart). - Responds to and resolves customer requests and technical issues related to information technology services, escalating issues as needed to ensure timely and effective resolution. - Exercises strong communication skills through delivering presentations, preparing and editing technical documentation and correspondence, and actively listening to accurately assess and address customer needs. Promotion Potential The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule - Monday - Friday 8 am - 4:30 pm Remote - This is a remote position. Role Description This position leads to the Payroll Field Operations, Phone Team, within the Financial Payroll Service at the Financial Services Center. The incumbent provides program management oversight for centralized payroll planning and operations while ensuring VA's multi-billion-dollar payroll is reported and recorded timely and accurately. Performs advisory duties associated with the management and control of resources or funds within a centralized payroll structure. Responsibilities - Supervises the activities of personnel engaged in the planning, program control and management, civilian personnel management, and general administrative support of the organization responsible for payroll operations. - Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and personnel management functions relative to staff supervised. - Establishes guidelines and performance expectations for staff, which are clearly communicated throughout the formal employee performance management system. - Oversees the workflow related to determining pay, maintaining payroll and accounting records, and completing related reports pertaining to civilian employees while applying pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, and allowances. - Serves as technical expert and ensures section operating procedures are current; changes are included when necessary and made available to employees timely.
